Dark state of the Southern Suburbs

One evening a week I need to drive from where I stay in the Northern Suburbs to Kenilworth/Wynberg and have noticed one "glaring" thing....... Why is it so dark in the Southern Suburbs?

Literally as the M5 crosses over Klipfontein Road half the street lights are switched off. In Kenilworth and Wynberg I would say less than 30% of the street lights are on. And Main Rd between Plumstead and Diep River I have never seen those street lights on.

Where I live in the Northern Suburbs you could comfortably drive with your lights off its so well illuminated. So why do they refuse to put on the street lighting in the South, it's clearly a safety hazard having them off all the time?
